Public policy is central to the company’s mission. The function helps shape policies and public conversations that enable responsible innovation while building trust with government, the media, industry stakeholders, and communities across Ghana.
The company is seeking a full-time External Consultant, Public Policy to lead its integrated public policy strategy in Ghana. This is a high-impact, externally facing assignment responsible for advancing policy priorities, supporting strategic
communications, strengthening the company’s reputation, and helping shape the future of technology-enabled mobility and delivery in Ghana.
Based in Accra, you will help shape the regulatory landscape for ride-hailing and app-based delivery services across Ghana. You will serve as a strategic partner to company leadership and as a primary liaison with government ministries, transport regulators,
industry bodies, and civil society. You will design and execute data-driven policy strategies that support the company’s platform-based business model, expand access to flexible earning opportunities, and contribute to national transport and digital-
economy goals.
This assignment requires sound policy judgment, political acumen, strong relationship- building skills, and effective cross-functional execution. The consultant will report to the regional Head of Public Policy for Africa.

What You’ll Do
- Lead the company’s integrated public affairs strategy across Ghana, combining government relations, public policy, strategic communications, and stakeholder engagement.
- Build trusted relationships with government, the media, industry partners, trade associations, third-party organisations, and other key stakeholders to advance the company’s business priorities.
- Lead policy campaigns that support regulatory compliance and business strategy and proactively engage on regional and global policy developments to help stakeholders understand platform-work dynamics.
- Develop and execute advocacy campaigns that strengthen the company’s reputation and help shape legislative and regulatory outcomes.
- Serve as a strategic advisor to business leaders and cross-functional partners, providing direction on political, regulatory, and reputational matters.
- Strengthen the company’s reputation as an important mobility and delivery partner in Ghana. Lead campaigns that demonstrate the platform’s economic impact, advance the transition to electric mobility, promote road-safety initiatives, and support government, consumer, and wider community priorities.
Basic Qualifications
- Bachelor’s or master’s degree, or equivalent professional experience.
- Five to eight years of professional experience in public policy, government relations, law, regulatory affairs, corporate affairs, public administration or advocacy. Experience in the technology, urban transport, ride-hailing, delivery, or platform-work sectors is preferred but not prerequisite.
- Experience working with government institutions and a strong understanding of Ghana’s political, regulatory, technology, and public-policy landscape.
- Exceptional written and verbal communication skills.
- Demonstrated experience developing and executing integrated public policy, advocacy, or government relations campaigns.
- Proven ability to build relationships and influence senior stakeholders across government, civil society, and other external organizations.
- Experience managing multiple priorities and working effectively across cross- functional teams.
Preferred Qualifications
- Strategic Policy Judgment: Proven ability to analyse draft legislation and policy proposals, interpret complex regulatory risks, and prepare clear, persuasive policy positions and briefings.
- Stakeholder and Coalition Building: Outstanding interpersonal and negotiation skills, with a track record of building trust with government agencies, industry peers, labour groups, and civil society.
- Data and Business Literacy: Comfortable using data and socioeconomic evidence to build policy narratives. Able to translate technical platform and marketplace concepts into clear, accessible arguments for policymakers.
- Cross-Functional Collaboration: Experience operating effectively in a matrixed corporate structure and balancing immediate business needs with long-term policy priorities.
- Adaptability and Resilience: Ability to navigate regulatory ambiguity, manage crises, and deliver under tight deadlines.
