 Job Brief

We are looking for an experienced Compliance Manager & Anti-Money Laundering Reporting Officer (AMLRO) to lead the company’s regulatory compliance and anti-money laundering function.

The successful candidate will be responsible for ensuring that the company operates in accordance with applicable Bank of Ghana requirements, anti-money laundering and counter-terrorist financing requirements, relevant Ghanaian laws and regulations, and the company’s internal policies.

The role will oversee the company’s compliance framework, AML/CFT controls, merchant KYC and due diligence processes, regulatory reporting and ongoing monitoring of compliance risks.

The Compliance Manager & AMLRO will also serve as a key point of contact on compliance and AML matters and provide management and employees with guidance on regulatory requirements affecting the business.

Key Responsibilities

Regulatory Compliance

  • Develop, implement and maintain the company’s regulatory compliance framework, policies and procedures.
  • Ensure ongoing compliance with applicable Bank of Ghana requirements and other relevant laws and regulatory directives.
  • Monitor regulatory developments affecting the company’s operations and advise management on their implications.
  • Review existing procedures, controls and reports periodically to identify regulatory risks, weaknesses or non-compliance.
  • Assess the effectiveness of internal compliance controls and recommend improvements where necessary.
  • Review proposed products, services, partnerships and business initiatives to identify compliance and regulatory risks before implementation.
  • Prepare and coordinate compliance reports and regulatory submissions as required.
  • Liaise with the Bank of Ghana and other relevant regulatory authorities on compliance matters as required.
  • Maintain appropriate compliance records and documentation.
  • Work with management, legal advisers, HR and other departments to ensure appropriate implementation and enforcement of regulatory and internal requirements.


Anti-Money Laundering / AMLRO Responsibilities

  • Serve as the company’s Anti-Money Laundering Reporting Officer (AMLRO).
  • Develop, implement and periodically review the company’s AML/CFT policies, procedures and internal controls.
  • Ensure appropriate implementation of customer and merchant identification, Know Your Customer (KYC), Customer Due Diligence (CDD) and, where required, Enhanced Due Diligence (EDD) procedures.
  • Oversee AML risk assessments for customers, merchants, products, services and other relevant business relationships.
  • Monitor the effectiveness of systems and controls designed to identify potentially suspicious transactions or activities.
  • Receive and assess internal reports of suspicious transactions or activities and determine the appropriate action in accordance with applicable regulatory requirements.
  • Coordinate the filing and maintenance of required AML/CFT reports and records.
  • Ensure appropriate screening and monitoring processes are maintained in relation to sanctions, politically exposed persons (PEPs) and other higher-risk relationships.
  • Keep abreast of developments in money laundering, terrorist financing, proliferation financing and financial crime risks relevant to the company’s operations.
  • Provide AML/CFT guidance to management and employees.
  • Coordinate periodic AML/CFT awareness and training programmes for relevant employees.
  • Maintain appropriate confidentiality in relation to suspicious transaction reporting, investigations and other sensitive AML matters.


Merchant Onboarding & Monitoring

  • Review KYC and due diligence documentation and approve merchant onboarding from a compliance perspective.
  • Ensure merchants satisfy applicable onboarding and verification requirements before approval.
  • Identify higher-risk merchants and ensure appropriate enhanced due diligence and approval procedures are followed.
  • Support ongoing monitoring and periodic review of existing merchants based on their risk classification.
  • Escalate material compliance, AML or financial crime concerns relating to merchants to senior management where appropriate.


Compliance Monitoring & Reporting

  • Develop and maintain an appropriate compliance monitoring programme.
  • Conduct periodic compliance reviews and identify weaknesses, breaches or emerging regulatory risks.
  • Investigate or coordinate investigations into potential compliance breaches.
  • Recommend corrective actions and monitor their implementation.
  • Prepare periodic compliance and AML reports for senior management and, where applicable, the Board.
  • Maintain records of compliance incidents, regulatory issues and remedial actions.
  • Support regulatory examinations, audits and information requests.


Requirements

  • Bachelor’s degree in Law, Finance, Accounting, Business Administration, Economics or another relevant discipline.
  • Minimum 4 years of relevant compliance, AML, risk or regulatory experience, preferably within fintech, banking, payments or another regulated financial-services environment.
  • Strong knowledge of Ghana’s financial-services regulatory environment and Bank of Ghana requirements applicable to payment service providers.
  • Practical knowledge of AML/CFT requirements, KYC, customer due diligence, transaction monitoring and financial crime risk management.
  • Experience dealing with regulatory reporting, compliance monitoring and internal control frameworks.
  • Strong understanding of merchant onboarding and compliance risk assessment.
  • Excellent analytical and investigative abilities.
  • Strong report-writing, documentation and record-keeping skills.
  • High level of integrity, independence and professional judgement.
  • Ability to challenge decisions and escalate compliance concerns when necessary.
  • Excellent written and verbal communication skills.
  • Strong organisational and planning abilities.

Preferred Qualifications

  • Previous compliance or AML experience within a Bank of Ghana-regulated fintech, payment service provider, bank or other financial institution will be a strong advantage.
  • Professional certification in AML, compliance, risk or financial crime, such as ACAMS, ICA or another recognised professional qualification, will be an advantage.
  • Previous experience serving as an AMLRO, MLRO, Deputy AMLRO/MLRO, Compliance Manager or in a comparable regulatory role will be an advantage.
